1. Who Does the PPWR Apply To?

  • The EU Packaging and Packaging Waste Regulation (PPWR) covers all packaging materials, not just plastics.

The EU Packaging & Packaging Waste Regulation (PPWR) entered into force 11 February 2025 and applies from

12 August 2026.

FAQ

1) What is the EU PPWR and who does it affect?

The Packaging & Packaging Waste Regulation (PPWR) is the EU’s new rulebook to cut packaging waste and drive circularity. It applies to any company placing packaged goods on the EU market—manufacturers, importers, distance sellers, and online retailers, regardless of size.

3) Do I need to act now, or can I wait for PPWR transition periods?

Act now. PPWR tightens rules, but your current EPR obligations already apply: register with national authorities, join a packaging compliance scheme, report quantities accurately, and (in some countries) appoint an Authorized Representative. Waiting risks fines and sales bans.

2) What are the biggest changes under PPWR?

Stricter recycling targets, mandatory recycled content in certain plastics, harmonized design-for-recycling criteria, new consumer labelling, and tougher waste-reduction goals. Packaging must be designed to be recyclable at scale, not just “theoretically.”

4) What is Extended Producer Responsibility (EPR) in practice?

EPR means you finance and organize end-of-life management for the packaging you place on the market. Practically: register, sign up with a Producer Responsibility Organization (PRO), pay eco-fees, and submit periodic quantity reports—per country.

5) Will I need an Authorized Representative (AR)?

If you sell into an EU country where you don’t have a legal entity, you’re often required to appoint an AR there (already mandatory in several member states). The AR registers you locally, interfaces with authorities/PROs, and ensures ongoing compliance.

7) How does PPWR impact e-commerce and cross-border sales?

Every destination country counts. Shipping boxes, fillers, and product packaging trigger EPR in each member state where you sell. You must register, license, and report in all relevant countries—PPWR aims to harmonize rules but does not remove this duty.

6) What does “recyclable at scale” mean for my packaging design?

Your materials, colors, inks, and components must align with recognized recycling streams and sorting performance. Expect restrictions on problematic formats and a push toward mono-materials, clear labelling, and verified recycled content for plastics.

8) What new data and reporting will be required?

More granularity. You’ll need per-country volumes by material and component, recycled-content percentages, and proof your packaging meets design-for-recycling criteria. Robust data collection and evidence files become essential to avoid penalties for misreporting.
